Yes, absolutely. France has excellent infrastructure. You will have reliable 4G/LTE (and 5G) coverage inside the Paris Metro stations and tunnels. On the TGV (high-speed train), you will have a stable connection for most of the journey, though it may briefly drop in very remote countryside tunnels. It's perfect for watching movies or using SNCF Connect (the train app).
